The FBL shall comprise of two groups of eight (8) Clubs each that will play on a home-away basis for the entire season.
Elgon Group Comprises of Mbale Heroes FC (Mbale), Bishop Nankyama FC (Luwero), Jinja Municipal Council FC (Jinja), Samba Boyz FC (Yumbe), Gulu United FC (Gulu), Kampala UTODA FC (Kampala), Sharing Youth FC (Kampala) and Devine Waters FC (Lira)
Rwenzori Group Comprises of Mbarara United FC (Mbarara), Fort Hills FC (Fort Portal), Ndejje University FC (Ndejje), KASE FC (Luwero), Misindye FC (Seeta), Maroons FC (Luzira) and Jinja Arsenal (Jinja)
The league begins on Saturday 6th March throughout the country (see fixtures) and is expected to have the first round completed by 18th April 2010
The top club in each group will automatically qualify for the 2010/11 Uganda Super League while the second and third in Elgon group will engage the third and second in the Rwenzori group on a home away basis and the winners against themselves to determine the third club that will join the 2010/11 Uganda Super League
Mini while at the bottom, the 8th club in each group will be automatically relegated to the 2010/11 regional competitions while the seventh and sixth in Elgon group will engage the sixth and seventh in the Rwenzori group on a home away basis and the losers against themselves to determine the third club that will be relegated to the 2010/11 Regional Competitions
The purpose of the elaborate promotion and demotion from the Uganda Super League is in line with the FUFA Long term development plan and the Jinja Declaration with all that emanating from the manifesto of the FUFA President
