Rules and Regulations

CHAPTER I: GENERAL PROVISIONS

1. Organization of FUFA Tv Cup

1.1. The Federation of Uganda Football Associations – FUFA shall organize every year a competition for traditional secondary schools called FUFA Tv Cup.

1.2. FUFA reserves the right to add to this denomination the name of a sponsor partner.

2. Composition and engagement of teams

2.1. FUFA TV Cup shall only be open to FUFA selected traditional secondary schools defined as schools more known for academic background.

2.2. Engagement for second edition shall be done by FUFA across the country but in geographical clusters created purposely for these competitions playing format and qualification to further rounds.

2.3. Each of invited school shall be entitled to engagement of only team school team in the tournament and within the set deadline.

2.4. Engagement of the team shall be confirmed by the Organization upon payment of one hundred thousand shilling (100,000UGX) to FUFA bank account.

2.5. By accepting invitation to engage a school team, the school and the team undertake formally to fully observe the regulations of the competition, FUFA Competitions Rules, all other FUFA Rules, decisions of the Organizing Committee and FUFA Judicial bodies, the executive committee of FUFA and shall comply with them unreservedly.

3. The Organizing Committee

3.1. The Organizing Committee of FUFA Tv Cup will be in charge of the elaboration of the regulations governing the competition and the organization of the competition. It is responsible for:

i. Drawing of lots to determine the fixture of the competition
ii. Determination of fixtures in case of playing in specific geographical clusters
iii. Ensuring that sanctions imposed by any FUFA body are applied;
iv. Replacing, in conformity with the present regulations, the school declaring their withdrawal;
v. Taking final decision in case of withdrawal of any team and where a replacement cannot be made
vi. Taking decisions on all claims. These decisions shall be based on written reports of the referee, the assistant referees and/or the general coordinators, and any other official appointed by FUFA;
vii. Identifying cases of force majeure;
viii. In emergency cases, the Organizing Committee may take decisions by virtual means and communicated by mail or by fax or email.
ix. Taking all necessary decisions for the smooth running of the competition in accordance with provisions of the present regulations

3.2. The composition and tenure of Organizing Committee shall be decided by FUFA Executive Committee from time to time.

4. Trophies

4.1. The school declared the winner shall receive a trophy called the FUFA Tv CUP, a property of FUFA.

4.2. The trophy shall be returned to the FUFA at least four (4) weeks to the end of the season. Or prior to the said period, upon official notice of the need to use the trophy on FUFA organized events directly related or not, to FUFA Tv Cup competition.

4.3. A school failing to return the trophy as spelt out in above shall be fined a fee to be determined by the organizing committee.

4.4. A school that wins this trophy three (3) consecutive times shall retain it for keeps.

4.5. Where a school loses or destroys the trophy, it shall be charged the replacement cost of the trophy at the prevailing market value.

4.6. A school shall only be registered for the following season if it has returned or replaced the trophy as specified in these regulations.

5. Medals

5.1. FUFA shall grant thirty (30) gold medals to the winner and thirty (30) silver medals to the finalist.

5.2. FUFA may grant thirty (30) bronze medals to the team ranked third in the event a loser’s match is played in the given edition.

5.3. A medal will be granted to each referee, assistant referee, fourth official, referee assessor and coordinator appointed for the final as well as third place in the event its organized.

6. Other awards

6.1. FUFA shall award prize money to winning school, runners up and 2nd runners up.

6.2. Upon winning, the respective schools shall present to FUFA a list of required scholastic materials for the team players or sports equipment for the team and or players into which equitable numbers to the value of prize money at prevailing market value shall be awarded to the school.

6.3. The organizing committee shall communicate the dates and venue for collection of the equipment purchased and shall give the school a duplicate copy of payment proof for equipment purchase.

6.4. The following individual awards shall be presented by organizing committee
i. Most valuable player
ii. Top scorer
iii. Best goalkeeper

6.5. A Fair-Play trophy shall be awarded to the team that will have shown the best fairplay spirit during FUFA Tv Cup, in conformity with the Fair-play principles.

6.6. The granting of any other trophies, prizes and/or awards requires the agreement of FUFA. Any physical or moral person who wishes to present a prize or an award to one or several players and /or to teams, on the occasion of FUFA Tv Cup must formulate a request to the FUFA, at the latest one month before the competition end.

7. Competition format

7.1. FUFA Tv Cup shall be organized on knockout system from the geographical clusters and an 8 teams tournament leading to the winning team.

8. Preliminary round

The competition may have preliminary round played on home and away basis.

9. Stage 1 Round of 64

9.1 This shall comprise 64 teams engaged engaged and clustered in respective geographical areas in line with these regulations.

9.2 The organizing committee shall draw lots to generate knockout fixtures for stage taking consideration of geography.

9.3Matches shall be played on basis of home and away..

9.4 At end of normal playing time, in case of a tie in results of the match, penalties shall be played to determine the winning team(s)

10. Stage 2 Round of 32

10.1. This shall comprise 32 teams qualified from stage one.

10.2. The organizing committee shall draw lots to generate fixtures for stage two taking consideration of geography.

10.3. Matches shall be played on home and away basis to determine the winner. The winner shall be determined in accordance with FUFA Competitions Rules.

11. Stage 3-Round of 16

11.1 This shall comprise of 16 last teams qualified from stage two.

11.2 The organizing committee shall draw lots to generate fixtures for stage three taking consideration of geography.

11.3Matches shall be played on basis of home and away.

11.4 The winner shall be determined in accordance with FUFA Competitions Rules.

12. Stage 4 – Final tournament of 8

This stage shall comprise of 8 teams qualified from round of 16

12.1 Teams shall be drawn in 2 groups of 4 and shall play in a single robin.

12.2 The organizing committee shall draw lots to generate fixtures for stage.

12.3 At end of group matches, 2 group leaders shall progress to semifinal.

12.4 The winning teams in semifinals shall proceed to final while the losers shall play 3rd place classification match.

12.5 The tournament of stage 4 shall be played in a venue determined by the organizing committee.

12.6 The organizing committee shall pronounce itself on logistics covered and those to be covered by the teams.

13. Determining winner in double knockout matches and overall winner

13.1 Shall be determined in accordance with FUFA Competition Rules.

13.2 The overall winner of the Competition shall be declared by the FUFA Executive Committee with a trophy presented by FUFA president or delegated person.

13.3 No extra time is played in FUFA Tv Cup competition.

14. Eligibility of players and registration

14.1 Eligibility shall only be for bonified students of respective traditional school taking part in the current edition

14.2 Photocopies of proof of student current registration with the school and school identity card shall be submitted together with player registration form for individual player.

14.3 Each school team shall be entitled to a maximum of 25 players

14.4 Where the registered school in this edition also featured in Uganda Secondary Schools Sports Association Boys U20 Championship finals in, shall only register three (3) players who featured in USSSA final tournament in its list of 25 for FUFA Tv Cup

14.5 FUFA shall issue an electronic file with player registration number, the file may be printed for pre-match inspection of players by match officials or used in electronic format.

14.6 Where FUFA opts for offline registration, proof of player registration with a team shall be issued to be inspected by match officials before kickoff of a match.

14.7 Use of ineligible player shall lead to sanctions by FUFA competent bodies to the player, team and any individual found guilty.

15. Registration of team officials

15.1 All team officials set to seat on team bench shall be registered on form provided by FUFA

15.2 Only coaches and assistant coaches holding valid FUFA coaching certificate shall be registered as coaches for each school.

CHAPTER II: MATCH ORGANIZATION

16. Match facilities

16.1 The home team shall be responsible for availability and preparation of the field of play in accordance with laws of the game for each match.

16.2 Each school shall allow identified FUFA personnel to access the school premises or premises where the match and or training facility is located for inspection, pre-match and match activities

17. Match officials

17.1 The match officials of FUFA Tv Cup shall be appointed by the organizing Committee and these include referee, assistant referee 1, assistant referee 2, referees assessor and General coordinator.

18. Tournament Ambassadors

18.1 The organizing committee with a proof of FUFA Executive Committee shall name tournament ambassadors who shall be present on selected matches.

18.2 The host team shall be required to prepare their reception, ground access and seating during the match.

19. Safety and security

19.1 The home team shall be responsible for safety of security of teams and their properties, match officials, Tv crew

19.2 Breach of safety and security shall be sanctioned by FUFA competent bodies in accordance with relevant FUFA rules and procedures.

20. Balls

20.1 FUFA shall provide training and match balls for each team named Zakayo

20.2 It shall be a responsibility of home team to ensure Zakayo match balls are available and protected

20.3 Nonuse of official match balls (Zakayo) shall be sanctioned in accordance with FUFA Competitions Rules

21. Fixture management

21.1 The organizing committee shall run the competition offline or online, where its run offline, teams shall be required to fulfill match day obligations as required by the match officials appointed

21.2 Where FUFA Tv Cup matches are managed using the online competitions management system set by FUFA, teams shall be required to undertake their roles inline with specific system requirement

21.3 It shall be a duty of each team to undertake any given role to fulfil match management on online system

21.4 All match officials are obliged to submit match reports promptly in case of offline or the online system while at match venue after each match.

22. Colors of Jerseys and Shorts – Numbering

22.1 Each team shall register two (2) sets of shirts, shorts, and stockings for home and away matches. Each team shall use its registered home set while playing at home but, if in the opinion of the Referee, the sets of both teams are similar in colors or clash, the visiting team shall change to their registered home sets

22.2 Publicity on the equipment of the school teams’ players shall be in conformity with FUFA. The school shall seek prior authorization from FUFA to publish on player equipment

23. Further Player development

23.1 The tournament ambassadors among other roles, are required to present a list of scouted talent from the tournament to the organizing committee.

23.2 The Organizing committee shall arrange with relevant FUFA teams, a training camp for the selected players and any other available avenue for talent development in line with FUFA Technical Master Plan.

CHAPTER III: DISCIPLINARY

24. Judicature

24.1 FUFA TV Cup competition disputes, protests petitions, complaints, appeals and general enforcement of these rules shall be handled by the relevant FUFA Judicial bodies as provided for under FUFA Rules

25. Sanction of players and officials

25.1 A player who accumulates two cautions in different matches shall be automatically suspended from playing the following match.

25.2 A player sent off the field of play either direct or by second caution able offence shall automatically be suspended for the following match in the framework of the same competition, without prejudice to other sanctions that might be imposed upon him subsequently.

25.3 If a referee reports a player whose behavior has caused the interruption of a match or who has committed a serious violation after the end of the match, the involved player shall be automatically suspended from playing the following match of the same competition, without prejudice to the sanctions which might be imposed upon him subsequently.

25.4 Any team official sent off the field of play shall be suspended for the following match of the competition, without prejudice to other sanctions that might be imposed upon the official.

25.5 At end of each edition of the competition, all cautions shall be cancelled and shall not count in subsequent season of FUFA Tv Cup

25.6 All cautions not resulting into suspension at end of knockout based stages, shall not be carried to final tournament phase of the competition

25.7 Sendoff not served in current edition of FUFA Tv Cup shall be served in subsequent edition of the competition.

26. Fraud, forgery administrative error

26.1 If FUFA is informed, no matter the source, that a fraud or a forgery was committed by any means and /or support whatsoever by one or more school team(s), an investigation will be launched by FUFA competent bodies.

26.2 In case the alleged facts are true, the convicted school will be suspended from participation in the following edition of FUFA TV Cup and its team will be eliminated from the competition if it is still ongoing.

26.3 For any administrative error proved by FUFA in the registration of players, the involved school will be sanctioned by FUFA competent bodies and its team may be eliminated from the competition if it is still ongoing.

27. Doping control

27.1 Doping is the use of substances that could have the effect of artificially improving the player’s physical and/or mental condition and so augmenting artificially his athletic performance.

27.2 Doping is strictly forbidden locally and internationally.

27.3 The use of forbidden substances shall be punished in accordance with the relevant FUFA Rules

27.4 The organizing committee has the right to sanction anti-doping control on players at any time during the matches of the FUFA Tv Cup.

27.5 The regulations of doping control for FIFA and non-FIFA competitions, the disciplinary code of FUFA, CAF, FIFA and other related, in force, FUFA, CAF and FIFA directives are applied to the matches of the FUFA TV Cup.

28. Protest rights

28.1 A protest against the qualification of players who take part in competition matches must be made as follows:

28.2 It must be preceded by a nominal and motivated protest formulated before the match on the proper form of the match by the captain of the protesting team and communicated to the captain of the opposing team who will countersign it.

28.3 It must be confirmed by general coordinator and submitted along the general coordinators report within 12 hours from date and time of last whistle of the match in question.

28.4 It must be accompanied by the payment of a protest right fixed by FUFA.

28.5 The decisions taken by the referee on the ground during the match on matters of fact shall not be subject to protests in any case

CHAPTER IV: MARKETING AND COMMERCIAL RIGHTS

29. Media rights

29.1 The media rights of all the participating schools in the competition shall be amalgamated with the competition media rights to form the FUFA Tv CUP Media Rights. No Competition team shall thereafter own individual club media rights.

29.2 FUFA shall trade the competition media rights to a RH on behalf of FUFA and all clubs comprising the competition.

30. Commercial rights

30.1 FUFA Tv CUP commercial rights shall include the following;
(a) FUFA Tv Cup Title and trademarks Designation Rights
(b) Use of FUFA Tv Cup Trophy
(c) Use of composite team logos
(d) Compound use of four (4) or more players from four (4) or more teams
(e) Advertising at the right hand sleeve of each FUFA Tv Cup Referee in action
(f) Advertising on the players sleeve for all participating school/teams
(g) Branding FUFA vehicles, publications and Stationery
(h) Production and sale of FUFA Tv Cup branded materials
(i) Exclusivity of sale of services and/or products at FUFA Tv Cup events
(j) Branding of the FUFA ICT infrastructure

30.2 School/team commercial rights shall include the following;
(a) Branding of club sports gear inclusive of the chest of the shirt
(b) Advertising at the training pitch of the school/team
(c) Branding at team ICT infrastructure
(d) Allocated Pitch boards at FUFA Tv Cup Matches
(e) Branding school/team vehicles, publications and Stationery
(f) Use of FUFA Tv Cup Trophy by the current Champion School
(g) Production and sale of team branded merchandise
(h) Branding of Stadium (if owned/leased by School). This does not include the pitch boards
(i) Branding at team Press Conferences
(j) Compound use of two (2) or more team players. For a team to use a single
player, there must exist an understanding between the team and the player
(k) Any other right that may cause revenue as decided by FUFA Executive Committee

30.3 FUFA shall define commercial rights not listed here to belong to schools/teams or FUFA from to time to time as need may arise

30.4 Teams shall reserve the right to acquire their own sponsorship provided that such sponsorship shall not in any way infringe with the earlier memorandum of understandings, contracts and agreements in place and recognized by FUFA. For avoidance of doubt, in the framework of FUFA Tv Cup all sponsorship contracts between schools and potential sponsors shall be cleared by the FUFA Legal Committee before they are signed by any competition team. Any team that contravenes this rule shall be dismissed from the competition.

30.5 It shall be mandatory for each team to fulfil all Competition/Match promotions strategies as required by the sponsors and/or RH.

31. Publicity at match venue

31.1 Publicity of brands attached to participating schools shall only be authorized by FUFA provided it doesn’t collide with FUFA TV Cup official partners in any edition of the competition

31.2 FUFA reserves the right to publicize its brand or that of this competition partner at the premises of the football ground used by the home team.

32. Branding and use of trademarks

32.1All teams shall be required to submit their school crests/badges that shall be used by FUFA for purposes of FUFA Competitions and events

32.2Where the crest/badge provided does not meet required standard, FUFA may enhance the design without affecting anything in the crest or badge

33. Transmission rights

33.1 The transmission and publicity rights of all matches during the FUFA TV Cup are the propriety of FUFA and participating teams, may authorization shall be sanctioned by FUFA and participating teams

 

CHAPTER V: FINAL PROVISIONS

34. FUFA Competitions Rules

34.1 These rules recognizes that any matter not explicitly defined by these rules shall be referred to FUFA Competitions Rules.

35. FUFA Circulars

35.1 From time to time, FUFA may issue circulars to clarify or even amend any content of these rules and the circular content shall supersede the content of these rules.

35.2 Clarifications of the existing rules may be communicated before, during or after any incident and they may be used for the particular incident while amendments will only come into force after they are issued.

35.3 Failure to implement circular content may lead to sanctions against the concerned football entity

36. Matters not provided for

36.1 All matters not provided for in these Rules shall be decided by the FUFA Tv Cup Organizing Committee and validated of the FUFA Executive Committee where needed.

37. Declaration

37.1 By signature below FUFA declares that these are the regulations that shall be used for the 2024 FUFA Tv Cup.
