The Federation is pleased to inform members and relevant stakeholders of the new FIFA Football Agent Regulations (FFAR) that were approved by the FIFA Council on 16th December 2022. The new FIFA Agent Regulations replace the FIFA Regulations on Working with Intermediaries and introduce a new licensing procedure for one to become a football agent.
The FFAR came into force on 9th January 2023 as far as articles that relate to the process of obtaining a licence are concerned. The remaining articles which relate to acting as a football agent and the obligations of football agents and clients will come into force on 1st October 2023.
Members and relevant stakeholders are therefore informed that if you wish to become a football agent in Uganda or if you wish to continue acting as an agent for those that were licensed by FUFA as intermediaries, you shall be required to obtain the FIFA Football Agent License. Upon receipt of this license from FIFA, you shall be authorized to conduct football agent services anywhere in the world.
To obtain a license to act as a football agent, you are required to do the following:
• Submit a complete application via the FIFA Agent Platform on https://agents.fifa.com/
• Comply with the eligibility requirements (cf. art. 5 of the FFAR)
• Successfully pass the football agent exam conducted by FIFA (cf. art. 6 of the FFAR); and
• Pay an annual fee to FIFA (cf. art. 7 of the FFAR)
As indicated above, one of the new requirements under the FFAR is that one must successfully pass the exam. Anyone who wishes to become a football agent is informed that the exam will be conducted by FIFA and will be delivered online. FUFA will only be responsible for the logistical and administrative duties in relation to the exam. With effect from the 1st October 2023, no one shall be able to carry out services of a football agent here in Uganda or anywhere in the world unless they possess a FIFA Football Agent License.
There will be two FIFA football agent exams in 2023. The first exam will be conducted on 19th Aprill 2023. Applications for this exam are already ongoing on the FIFA Agent Platform and the deadline for applications is 15th March 2023.
The second exam will be conducted on 20th September 2023. Applications for the second exam will open on 1st May 2023 and the deadline for applications is 31st July 2023.
All interested members are therefore invited to log in to the FIFA Agent Platform at https://agents.fifa.com/ and submit their applications.
