Administrative Structure

FUFA is made up of Five Bodies thus;

1)    General Assembly:

This is the Legislative body comprised of Delegates representing each Member Association. These Delegates are elected to represent the Member Associations for a tenure of four (4) years. The main roles of the General Assembly are;

  1. to elect the executive committee,
  2. amend the FUFA constitution,
  3. appoint external auditors,
  4. appoint the returning officer for the election of the Executive Committee,
  5. admit, suspend, and expel Member Associations

2)    Executive Committee (Excom)

This is the executive arm of the Organisation. At the elective General Assembly (GA), only the President is elected and there and then nominates 27 members of the GA. These members are approved by the GA and thereafter the President appoints an Excom of 21 Persons while the 6 members are in waiting to be appointed anytime as replacement without necessarily convening the GA. The role of the executive committee is to take decisions on behalf of FUFA and unless delegated, no other body has powers on matters not reserved for the general assembly apart from the executive committee. The Executive Committee is made of the President, 7 Vice Presidents and 13 Members of Excom who are the Chairmen of the 13 FUFA Geographical zones in Uganda

3)    Secretariat

This is the decision implementing arm of FUFA. All decisions made by the Excom and GA are implemented by this body. It is headed by the FUFA CEO who is a fulltime employ. The FUFA CEO is nominated by the FUFA President to the FUFA Excom that reserves the powers to offer him a periodically renewed contract. Thereafter, the FUFA CEO is required to employ and manage his other staff. The FUFA CEO is the accounting officer of FUFA and the secretary of all Excom and GA meetings. The other staff below the CEO include the Technical Director, Finance Director, Competitions Director, Communications Director etc

4)    Standing Committees

FUFA has 15 standing committees made up of 5 people including the chairman, vice chairman and secretary. These committees are appointed by the Excom and are required to think and recommend their decisions to the Excom that eventually takes all the decisions unless if delegated by the Excom to take decisions. There must be a Secretariat staff in each meeting standing committee meeting who is mandated to take the minutes

5)    Judicial Bodies

These are courts of FUFA. These include the FUFA Disciplinary and Appeals committees. The FUFA Ethics Committee will also be added in the nearest future. They are appointed by the Excom for a period but are independent and the Excom has no powers to remove them. Any natural or legal person belonging to any of the bodies or members or members of members of FUFA including the FUFA President may appear and consequently disciplined by these Judicial Bodies. The Appeals Committee discusses only matters of appeal
