FUFA STATEMENT: CURRENT STATUS ON REGISTRATION WITH NATIONAL COUNCIL OF SPORTS

The 32 Members of Federation of Uganda Football Associations (FUFA) have voiced their concerns at how the National Council of Sports is handling the registration of FUFA under the Statutory Instrument No.38.

In a meeting held at FUFA House chaired by by the Ag. FUFA Prersident Darius Mugoye saw all the 11 Executive Members and the Chairmen/chairpersons of the 32 Members of FUFA attend before they addressed the sports media in the Boardroom.

‘We are ready to defend the beautiful game of football. We are law abiding citizens. We dully submitted our documents to National Council of Sports but we have failed to get a straight forward answer why we have to be registered under the Trusteeship which contravenes with FIFA Statutes’ said Mugoye.

‘The point of diversion is that whereas FIFA and FUFA respect national laws. The current regulations have been drawn to violate FIFA statutes. They make Government interference legal although inconsistent with the parent NCS Act’ added Mugoye.

Brief Back ground

In 2014, the Minister of Education and Sports Hon Jessica Alupo issued guidelines on registration of all National Sports Associations under Statutory Instrument No.38.

A six month deadline was set for all Sports Federations to register by 31st August, 2014 which the Federation of Uganda Football Associations duly followed after holding an Extra Ordinary Assembly at the FUFA Technical Centre, Njeru to amend the Statutes to abide by the new regulations.

All documentation for registration was handed over to the National Council of Sports however one area remains a concern-registration of FUFA under Trusteeship on which FIFA and Solicitor General have different legal opinions.

Current Status:

  • FUFA has received reports especially from both the print and electronic media that the NCS is planning to dissolve Federations that have not complied with the regulations including FUFA yet we have noted that Federations that have been cleared by the NCS do not meet most of the requirements of the regulations.
  • FUFA has met today and called on all its 32 Members to remain focused on football activities and give support to the Uganda Cranes 2017 AFCON qualification campaign with two matches coming up against Botswana, Comoros and AFCON Under 20 against Egypt.
  • FUFA has written to the Right Hon. Prime Minister Dr. Ruhakana Rugunda for indulgence in this matter.
  • FUFA is still awaiting response from National Council of Sports on our roadmap (long term, medium term and short term) presented to them.

These include;

  1. Extend the deadline to 31st October 2016 so that we can be able to hold a meeting between NCS, FIFA and the Solicitor General to get a common position.
  2. Call a General Assembly within the statutory provisions to approve the necessary requirements, and audit of the process of application of the regulations so far.
  • FUFA has contacted FIFA Legal on guidance of the latest opinion on the Trusteeship by the Solicitor General. This was done because without FUFA’s affiliation to FIFA, there won’t be Association football played for Uganda at all levels and competitions.
  • FUFA has offered to facilitate a meeting either in Zurich or Kampala between the Solicitor General, NCS, FUFA Legal and FIFA Legal to get a common opinion on the matters. A response is yet to be received.
