The 91st FUFA Ordinary General Assembly slated for Soroti on Saturday, 26th September and Sunday, 27th September 2015 is set to recognize Vincent Bbaale Mugera as a FUFA Honorary member.

• By 1963-67 first worked in Uganda post telecommunication till when he was posted to Kenya Nairobi after the formation of the East African telecom community.
• 1968 to 1971 was working as a senior accountant in the East African Post telecommunication based in Nairobi Kenya.
• 1972 Came back to Uganda as a supporter for Express FC
• Worked as an accountant in various companies Like Sapoba etc
Express Football Administrator:
• Joined Express as an administrator in the Early 1980s as football Fan
• 1989 He was appointed as a vice chairman of the Executive under uncle Patrick Kiwanuka.
• 1989 As a vice chairperson of Express fc got four hectares of land at Kanyanya donated by the late chairperson Patrick Kiwanuka.
• Became chairman after death of Patrick Kiwanuka in 1989-1990
• Express got fans more united and brought unity w with a strong fan base.
• Established a sound Express F.C base with 23 branches by 1991
• Encouraged young football players to play football while studying For instance the likes of Joachim Matovu, Robert Aloro, Mahmood Kateregga, Philip Obwinyi etc.
• He won the club six honors in the 1990 of which four were League cups in 1991, 1992, 1994, 1995.Three League championships in 1993, 1995 and 1996.
• Express won the first ever double ever on the domestic scene under his epoch
• During his reign the club owned Bus and it has never owned any other van since then.
• He attracted the best ever Club sponsorship to Express fc in 1990-93 (Gapco).
• With his influence as an in-law to Buganda Kingdom, his managerial expertise as a club chairman signed an M.O.U with the Kingdom in 1990 transfer the Express football club from Kanyanya play ground to Mutesa 11 stadium for a period of 36 years.
• He employed some of the best Coaches in a club during his reign among them is Dragon Popadic, David Otti among others.
• In the 1995-96 season, Bbaale Mugera lost the Chairmanship to Hajji Medi Ssebaggala. He left the seat honorably.
• He was letter appointed as a Board member of Express in 1997 the club was under the leadership of Chairman Kirumira Bagary.
An Prince Besweri Mulondo as the Patron who transferred the patronage to Prince Kasim Nakibinge.
• He was then appointed to as the Board Chairman latter referred to as the Club president.
A club president could take over the leadership in case of crisis.
• 2011-2012 Bbaale Mugera bounced back in club administration and he won one more championship as a president.
• He has always and administered the club in support of the federation.ie during the acting chairman 2007 to 2012 Kavuma Kabenge struggles between FUFA and USL, Express had been lured to be used as a conduit to promote USL activities it was not until Mr. Bale stood farm as a club President to support the Federation which saved the club.
• Bbaale Mugera now the club president chairing Club Board members and fighting hard to organizes Express structures to the best interest of the Fans
• He has tried to unite Express football Fans and supporters to play their roles.
